Accomplishments
Results Not Rhetoric
Senator Brian X Foley has successfully put forward more legislation than any other freshman senator in our state history and has accomplished more in his first 2 year term than most long term incumbents. Progressive movement toward reform and economic recovery for his constituents of the 3rd Senate district and for the people of Long Island are on the top of his agenda and speaks to the very core of what Brian X. Foley stands for. Brian's history of reforms are credited with restoring the public's faith in town hall and ending decades of dysfunction and mismanagement in Brookhaven and he continues to bring that same commitment and spirit of reform to Albany.
On Education
No one has supported funding for education more than Brian.
During his term Senator Foley successfully fought to prevent cuts to education in two Deficit Reduction Plans for the 2009-2010 Fiscal Year. He pushed to pass legislation to help schools responsibly put their reserve accounts to use, introduced legislation to correct the state education funding formula that under-serves Long Island and voted to restore $600 million dollars in education aid.
On Jobs and the Economy
A focus on permanent job creation and small business has been the central focus.
Brian passed the Power for Jobs program that will protect and create more than 330,000 jobs across the state by assisting businesses that invest in New York and create local jobs with their energy costs. He also passed the Green Jobs program that will leverage private and federal investment to drive down energy costs one $1 billion dollars statewide, weatherize homes and create 14,000 new Green Economy jobs.
On Property Taxes
Reversing the 550% increase in property taxes on Long Island enacted over the past 20 years of Republican rule. In the true spirit of reform and proven leadership Brian successfully fought for $3.6 billion dollars of property tax relief in the 2009-2010 budget and on the heels of leaving the corrupt town of Brookhaven and entering the Senate, Brian immediately sponsored the Circuit Breaker Bill that provides tax credits, which take effect whenever a homeowner's property burden surpasses a certain percentage of their income (7% threshold for incomes of $120K or less, 8% on the next $55K of income, 9% up to $250k of income.)
On the Environment
Protecting our natural resources and protecting the health of our families.
Brian has been ranked 1st among all Long Island Senators on the environment with a score of 90 out of 100 by EPL/Environmental Advocates. He banned the use of dangerous pesticides from daycare centers, schools, playgrounds and ball fields. Even with spending reduced he was able to deliver state money to the district for land preservation and parks - including $2 million dollars for Mastic Woods.
On Foreclosure and Housing Code
Resources for working families and action against negligent landlords.
Brian authored the bill that allows Veterans to reclaim without penalty their homes if they are foreclosed on as a result of their deployment. He organized foreclosure events across the district to bring residents together with banks, counselors, attorneys and housing organizations to give homeowners access and information that has helped them hold on to their homes. He introduced legislation to crack down on slumlords and overcrowding, and sponsored a new law that requires banks to maintain their foreclosed properties.
On Seniors
An advocate for the elderly in our communities.
Brian successfully protected the EPIC drug program that keeps seniors' prescription drug costs affordable. He introduced legislation that will freeze the school property tax burden for seniors over 70 who qualify for the Enhanced STAR benefit, along with legislation to provide $2000 grants to seniors for home energy efficiency improvements.
